Local Law 18 (effective Sept 5 2023): STR hosts must register with the Mayor's Office of Special Enforcement (OSE). Registration requires permanent residency (primary residence). Only hosted short-term stays permitted — host must be physically present during the rental; maximum 2 guests. Entire-apartment rentals for less than 30 days are illegal under Multiple Dwelling Law §4(8a). Platforms (Airbnb, Vrbo) may only process transactions for registered hosts — listings without an active registration number are removed. Fines: hosts $1,000–$7,500 per violation; platforms up to $1,500 per illegal booking.
